As I understand it after hurricane Katrina a lot of those washed over from New Orleans to the Houston area so I wouldn’t doubt it.

After Katrina homicidal thug evacuees in Houston got a nasty surprise. If my memory serves, Louisiana can only hold you 2 weeks, and they had a name for the killing like a 2 week something.
Texas law is different, and you can be held much longer, pissing off a lot of these murderous thug.
Maybe some freeper can chime in with more info.
