As I’ve said many times elsewhere, no one whould be allowed to hold public office or vote unless they can pass a basic civics test, and each voter must have a means to verify his vote was *counted precisely as cast.* To date we have neither and are suffering for it.
The problem with your verification scheme is it would enable paid-for voting.
