Situational awareness is one thing, but monitoring every vehicle and individual of whom you are in range is impossible, especially for a lone individual in a 'peacetime' situation. You are dead or severely wounded before you can evaluate the situation, let alone get your weapon out, locate the shooter and return accurate fire.
