Situational awareness is one thing, but monitoring every vehicle and individual of whom you are in range is impossible, especially for a lone individual in a 'peacetime' situation. You are dead or severely wounded before you can evaluate the situation, let alone get your weapon out, locate the shooter and return accurate fire.
I suspect you did not watch the video.
He notices the vehicle.
He notices he is being targeted.
He tries to get away.
He does not take cover.
He has several opportunities to draw and return fire.
