If the crime is not reported and no one is arrested, the crime does not become part of the stats. That is how they are keeping the crime numbers down. Plus, if a felony assault is pled down to a misdeamenor, it once again skews the stats. So, people can keep quoting those numbers about crime being down, but the numbers are meaningless.
