If you're suggesting the vaxx is of marginal efficacy, then yes, you are making sense.
No I’m suggesting that the numbers as presented show the vax is 99.8% effective.
The only way to really find how effective (or not) the vaccine is, would be to compare two cruise ships, one with 100% non vaxed and the other with 100% vaxed.
Which one do you think would have the better numbers? We know the vaxed had only 0.2 that tested positive, but may or may not have had any symptoms and most of the passengers on these cruises are the well seasoned citizens, the most at risk.
How many do you think would have gotten sick on you’re non-vaxed ship?
