Victorian Premier Daniel Andrews is one step closer to passing his controversial pandemic bill after securing the crucial vote of an independent MP.
Transport Matters MP Rod Barton will vote in favour of the Pandemic Management Bill as long as Mr Andrews agrees to have his public health orders reviewed by a parliamentary committee.
The pair agreed the committee will need to be chaired by a crossbench or Opposition MP to make sure it is independent from the state's ruling party.
The bill would give the premier the right to declare a pandemic and enforce lockdown restrictions - powers that so far only lie with the chief health officer.
Transport Infrastructure Minister Jacinta Allan on Monday said the emergence of the new hyper-contagious Omicron strain justified the need for the new legislation.
'Negotiations are continuing and are likely to continue for the next couple of days,' Ms Allan said.
'What we've seen over the last 24 to 48 hours with the emergence of the Omicron strain of the virus is that more than ever, we need this modern pandemic framework to keep Victorians safe.'
Overnight, the state government agreed to six amendments after securing a vote on the bill from Mr Barton.
The amendments include the creation of a cross-parliamentary committee as soon as practicable after a pandemic declaration is made, with the committee given the power to recommend the disallowance of pandemic orders.
Parliament will also be able to disallow pandemic orders by an absolute majority in a joint sitting of both houses, under the changes.
Additionally, a two-year review, carried out by independent legal and health experts, will commence within 18 months of a pandemic declaration.

Saying this is “Australia “ is like saying California, Oregon or Washington state is like all of America.
In Australia, the states have far more power than states in the USA. I know when the founding fathers of the USA, made the US Constitution, they wanted to have more rights, but due to your Supreme Court and other factors, those state rights in the USA have faded away. But this is not true in Australia.
Australia was not even a country until 1901, the states were colonies of the UK and as a result, gained these state powers.
For example, except for the Federal powers over the National Border, during the pandemic, all the Covid rules were set by the individual states and Northern Territory. The states control their own borders and even the Federal border for their state. All the states shut their borders at sometime during the pandemic and even now, some states like Western Australia have their border shut. It is very complicated because of all the individual state rules, that vary considerably.I don't know how any Aussie, much less foreigners can understand these rules. Another example, although our Prime Minister opened the national border, Western Australia (Perth) is still not allowing international flights, while NSW (Sydney) is allowing international flights.
So going back to the PRV, Victoria, is controlled by the very far left city of Melbourne. This city is as far left as San Francisco, Seattle, and Portland. Melbourne's council is controlled mainly by the Greens and always votes between Labor and the Greens. We have preferential voting (like Alaska), this is terrible as the Green vote goes to Labor. Americans should keep out preferential voting.
Victoria has about 7 million people, of which 5 million are in Melbourne. So this state is like Oregon controlled by Portland and Washington being controlled by Seattle. Outside of Melbourne, the rural area is mainly conservative, but from a land area Victoria is a very small state.
Even with Labor controlling parliament in Victoria, this law was passed by only one vote. Many people, even the leftist Victorian Bar is opposed to it. It will probably be challenged in court, so we will see as it is truly an awful law. I don't know of any other state in Australia that is considering this draconian law.

We can't ignore what Americans think.
Opinions in the US have a huge amount of influence elsewhere.
And misinformation crosses borders easily.
Take a look at some of the rallies in Melbourne. You'll see people carrying pro-Trump signs.
Now, I quite admire President Trump. But I would prefer it if the people in those rallies weren't acting as if he had any particular relevance to what's going on here.
I can't stop them feeling that way though. So I have to deal with the reality as it is.
Now, I don't believe conservative American patriots are particularly trying to screw Australia.
But I do believe they are being targeted by propaganda that is designed to try and make them believe Australia is a very different place from what it is.
And that's part of a game designed to try and stop them supporting Australians who are trying to keep this country on the right track, and fix the things that aren't working properly.
When I see people on Fox News suggesting (not entirely seriously, I know) that America could try to save Australia, I want them to be talking about the real problems. Not the made up ones.
We could have actually done with some coverage that explained Daniel Andrew's 'Public Health and Wellbeing Act' and its implications on Fox, rather than coverage about things that weren't actually happening.

See post 25. The problem is that this state is like California, Washington state, Oregon, etc. They are losing population now, 50,00 this past year. I think they they are going to have huge financial problems in the future, they are very heavy in debt.
IMHO it’s time for the Queen to put an end to this madness, and throw prince Charles out on his ear regarding the global warming climate change thing.

Yes, a pretty Orwellian name. I’m wondering if the person who came up with it did it deliberately, and the people who accepted it, didn’t realise they were being trolled.
