There is only one way that I know for voters to put a stop to this kind of thing, if they want to put a stop to it: take a boot and kick some incumbent political fanny good and hard. Let them eat their peas standing up for about a week and maybe they can pay attention to what voters sent them to Washington to do in the first place.
