Actually, whether one agrees with him or not, Graham is being consistent. When he defended Kavanaugh, he chastised the Democrats for not voting for a well qualified candidate. He mentioned that even though he strongly disagreed with many rulings made by Sotomayor and Kagan, he felt that he had a duty to vote for them because they were qualified. He argued that they should do the same for Kavanaugh.
