I suspect that trip was not non-stop from the US west coast.
The C-40 combines the Boeing 737-700 fuselage with the strengthened wings and landing gear of the larger and heavier 737-800. It also has auxiliary fuel tanks allowing an unrefuelled range of up to 5,000 nmi (9,300 km; 5,800 mi) compared with 3,010 nmi (5,570 km; 3,460 mi) for the standard 737-700.
The wiki page notes The 15th Airlift Wing, Hickam AFB, Hawaii, acquired its C-40B for U.S. Pacific Command in February 2003. So it may have been nonstop from there.
The page also noted On the 9th of November 2021, it was reported that US Senators and House members flew to Taiwan on a U.S. Navy C-40A, so this trip apparently was earlier in the month.
I think they usually stage from Hawaii. Longest flight I had was Okinawa straight to SFO after I left Nam. 200+ guys shoved into a 707 for 14 hours straight. Lol.
