Chisolm is not the DA for Waukesha.

Waukesha is in Waukesha County not Milwaukee County.

Correct. There seems to be confusion here.

It seems DA Chisolm of Milwaukee County let Brooks out on bail. Brooks then went to Waukesha to kill white people.
