One thing that stood out for me was that the vehicle sped by most of the parade marchers before it ran down those people near the front of the parade. That might suggest that those people were only run down because they prevented the car from leaving the area.

Maybe this was not a political act but the act of someone high on drugs and/or alcohol who was being pursued by the police, ducked into the parade route accidentally or on purpose, and then freaked out when he was trapped near the front-end of the parade.

If you look at the video with the “flag girls” there is a jeep pulling a float directly behind them. The bad guy moved right to get around that vehicle and moved back to the center of the road.

From the clip I saw, he hit people near the back, and all along to the front.

Or maybe he went all the vechicles to hit the people In the front so he could get away.

Or the person knew enough that if they started immediately hitting people, knowing that there are police along the way, they would more more likely to get stopped somewhere along the parade...either by the police, or other (terrible) factors. Seems planned. Start hitting near the end of the line so you have more of a chance of getting away.
