I believe this is illegal in Arizona per AZ state law.

Unfortunately, the AZ Supreme Court threw out the law that prohibited it. It was passed in an end-of-year grab bag law, which has been done for decades. For the first time, the AZ Supreme Court ruled laws affecting a variety of issues is a violation of the state constitution.
