There are things here that would typically have a cost or charge, so I might ask for an audit of the credit card that this guy had for his ‘job’. Once you find inappropriate charges on the card....hand it to the police.

There is no expectation of privacy in your license plate, address, name, images, ect…
“Doxxing” is legal. Taking pictures of people, cars, houses, even children from a public place is legal. There is a mountain of publicly accessible information about folks on the internet.
You should see what an accurint report on someone looks like. (It lists neighbors, probable associates, financial information ect…)

Just because something may be legal doesn’t mean that no consequences attend to it.
