Germany's energy regulator said Tuesday it was temporarily halting the approval process for the controversial Nord Stream 2 gas pipeline between Russia and Germany, saying the operating company first needs to become compliant with German law.

For the record, the company in question is Nord Stream 2 ‘AG’, which is a Swiss-Russia organization. The HQ’s in Europe is in the Swiss town of Zug (31k population). The second HQ’s is in Moscow.
So the words spoken here, until the manpower/assets are moved from Zug to some town in Germany....the regulator will not approve the operating process.
What happens now...is anyone’s guess. Maybe the company will just open a ‘closet’ operation in some small village, with four cleaning ladies as senior executives.
If you go and take into account the process of creating companies in Germany, getting legal documents drawn, and all the nitty-gritty things, I don’t see this up pipeline up and operational for at least three months.
Some lawyer idiot in Zug had to know of this problem existing.

It is sort of no-brainer that once the line is approved it is possible to pump more.
