There's no unambiguous protection to avoid the Premier simply making a false declaration if they choose to.
People who support the legislation are talking about various controls that, in theory, should prevent this - and they are right, they should.
But something so important shouldn't only be protected by conventions and traditions. Those are meant to be the last ditch protections when everything else fails - not the primary protections.
