Joe knows about as much of what's going on around him as a chimp would know what quantum physics is.
He's totally incapable of empathizing with anyone other than himself.
His near constant rehashing of his son's death at virtually any commemorative event is proof that he's in essence a sociopath. He has absolutely no idea or even care about the suffering and hardships of others, especially the problems his polices have created. As he see's it the suffering of the American people, a situation he created is just ''some other poor bastards problem'' while he eats his pudding and dreams about sniffing the heads of ten year old girls.
