I would recommend a suggested pay-out of $0, with a maximum pay-out of $500. The latter appears to be the going rate for illegal arrest where other civil rights are not violated.

Change the maximum amount to 500 PESOS, and I’d agree. (That’s about 25 USD at the current rate).
And be sure to include “free” transportation to the nearest border.
