He had too. The NYPD had the laptop in their possession. Only by reopening the investigation on Hillary, could he take control of the laptop, bury the evidence and whitewash the whole affair (which he did). He was helping Hillary to the full extent of his power. Either Hillary is too stupid to get that, or she is still trying to blame everyone and everything for her humiliation loss.
