More likely, the deep state has decided they need a little theater to show the sheeple they are fair. Some small fish may go to prison just to showcase the abiding fairness of big brother.
Even the Chinese Communist Party will occasionally stand one of their people in front of a firing squad to show what happens when you get too greedy (and don't divvy up with the party properly).
