I would think that the person arrested is told why and can disclose that.

It would seem to me the most likely charge would be lying to the FBI. He had several interviews with them.

Well, of course they are told why, and they could choose to disclose that, but if they do, they’ll suffer penalties from the judge for violating his order.

I assume Igor doesn’t want to tell the details, nor does Igor’s lawyer.

Charges are likely sealed because others are named Igor was working with and are also going to be arrested.
