I've read notices in the Federal Register. They're dense. But ponder this...
490 pages!!
Wow - 490 pages.
That is why I believe some companies will forgo the testing option. Of course, if someone applying for an exemption has it granted, they still have to (in most cases) weekly testing. But they would be a much smaller subset of employees submitting test results.
