Sounds like a violation of the Nuremberg Code of which the US is a signatory and the Declaration of Helsinki.

Re: 31 - Nuremberg was never codified into U.S. Law; I don’t believe bringing it up will be will successful.

The Declaration of Helsinki was never legally binding, and the FDA has officially reputed it since 2008.
