The American Civil Liberties Union countered President Biden's claim that his administration is not considering payments of up to $450,000 to illegal immigrants who had been separated from their families under the previous administration....

Not true. The DOJ has all sorts of discretionary money. The government sues and is sued all the time, and discretionarily settles cases all the time
It's why choosing staff is critical. And, to be fair, Trump also didn't choose staff very well for the most part.
There will be legal fees, paperwork fees, copy fees, handling fees, per cent skim fees, arrangement fees, most of which will end up in crooked politician's coffers, and a couple bucks to the alien's mitts for a cup of coffee, and the rats will feel good having done something.
