What does a governor have to do with the house agenda? In this particular case, plenty.
Northern VA is basically part of D.C.

When the Democrats took control of the House in 2018, they did it mainly by winning suburban districts from incumbent Republicans. They picked up 3 seats in Virginia alone. They protected these seats in 2020 but the races were very tight and these Democrats are seen as those most vulnerable in the 2022 midterms.
