Whatever you feel about Rudy Giuliani, when he was Mayor of NY mid-late 1990s and put more police on the streets and cracked down on even small crime - it worked. I’ll give him credit where credit is due on that issue.
Happening in Philadelphia too. At one point the thought of being shot never crossed my mind since I didn't make a habit of robbing drug dealers.
Now, with the third or fourth generations of completely ferral goons roaming the streets, convinced that they entitled to something from whitey and knowing there will be no consequences, it's on my mind.

Rudy was the best mayor NYC had in my memory.
He cleaned up NYC. Especially the mid town area. He made Times Square into an area you could bring your kids. As opposed to a place that was full of Peep Shows, hookers and drug addicts.
Blumberg went he further with the “Stop and Frisk”. He got rid of the petty crime scum that took advantage of the tourists and others.
Now, I would not even consider going there.

When I lived in downtown Chicago 5 or 6 years ago (across from the Cadillac Theater), I used to walk though the downtown area day and night with no fear.
Today I doubt I would be so sanguine.
