AP is not confused, They are simply providing the Dems cover for the cheat and steal of the election. There will be ballot harvesting of non residents. The residency requirement is not defined by law in Virgiunia, and so there will be hundreds of thousands of fake voters already registed on line by the Dem machine. There will “vote” by mail or by drop box, harvested by the Dems.
