Seems like this could have been handled better. A life over a lawn??
Comply or Die is the policy.
It does not matter what the order from the Government may be. If you refuse a Government order, and escalate that refusal vigorously enough, the agents of the Government will eventually resort to lethal force.
Government is a dangerous power tool. It matters very much who is running it.
At least the neighbors now have a finely manicured lawn to look at....with a burned out hulk of a house on it.
It was handled the same way most other cities handle public nuisance orders ... they go mow the overgrown lawn. I've seen in it happen in my community many times. The problem is that this guy shot at them.
Man, if the city wants to come and mow my lawn they're welcome to do it.
A life over a lawn??

They tried and he didn’t respond to the mowing request. They
had a mowing company that was working on the lawn.

Police officers and code enforcement officers arrived at a home at 9:16 a.m. to serve a nuisance search warrant, but could not make contact with the resident, Austin Police Chief Joseph Chacon said at an evening news conference.
The warrant was left at the door and contractors for the city’s code enforcement began working on the lawn. About an hour later, the resident started shooting from inside the house, Chacon said.
