Roughly $10 billion of a $46 billion pool of federal rental aid has made it to renters, landlords and utilities companies after another $2.8 billion was disbursed by state and local governments in September, the Treasury Department announced Monday.
Treasury said that funds from the Emergency Rental Assistance (ERA) program reached more than 510,000 households last month and more than 2 million since the initiative began this year.
The department had distributed the entirety of the $46 billion to eligible state and local entities in May to help struggling renters avoid eviction upon the expiration of federal and state moratoria.

I highly doubt the renters will turn it over to the landlords. I mean, they have new boats and crap to pay for.

The made it impossible for the landlord to qualify. The require to landlord to certify that the tenant can’t pay for covid reasons. Of course the landlord usually has no way of knowing why the tenant can’t pay. Therefore the landlord is require lie, and face possible legal troubles. Some won’t do that. The Tenant does not have to prove anything to stay without paying the rent, and they do not have to apply for the aid in order to stay either. It is all designed by evil democrats who have no concern for right and wrong.
Neither do Trumps USSC picks who won’t do anything even though it is clearly unconstitutional to ruin the landlords in such a way. The state has complete control of the landlords property, and absolutely none of the obligations.
It may not have reached the renters, but I’m sure the money went into the pockets of those it was meant to enrich.
I am a landlord with a tenant who applied for the aid. I really try hard not to throw anyone out. I’ve forgiven several months of rent and those tenants are back paying again.
The rent money is available through the Department of Children and Families. The website is not like any commercial site. It is opaque and for two and a half months I tried to make it work. There is a number to call but it’s an answering service with limited knowledge and no ability to “elevate” an issue if the DCF has been into the file in the last 14 days. Apparently, they had been sending me emails. But they were so poorly presented and started with “Opportunities…” that I thought they were phishing. When I found them, because another landlord told me what to look for, they said, “The following documents are required.” Then, there was about an inch of blank space and below that was the login. Go back to the website and it gave no information. The other renter told me to go to a grayed out, (usually meaning not clickable) word saying “upload.” Click on that it listed the documents needed. I had already uploaded the only two pages of the lease that were of any importance. The money page and the signature page. Nope. Not good enough. They needed all the other pages of boiler plate legalese.
I learned a long time ago that we, as mere citizens, cannot usually deal with a state agency. Only another state employee can. So, I contacted my state representative, a Republican named Jason Shoaf. He called in the two DCF liaison persons and read them my emails, which went into painful detail on how their website failed, their employees were so secretive even Jason’s assistant could not find out who my “case worker” was. I received approval that very day at 5:35 PM. Meaning, somebody who was not the regular nine to five person had to go do it. Still, even after it was listed as “approved,” a term they also used to mean, confusingly, that my documents had been received, the site only informed me that I was “funded.”
The other landlord heard about the program before DCF hired an overseas phone service. Thus, she simply called them up and a “case worker” talked her through the whole process of inputting the data, what the email looked like and how to load in the additional data. She got her tenant approved in three days…versus three months. The reason the money isn’t being used is because they turned over the administration to incompetent people who didn’t want to do the required work. They should have beta tested the website as it turns out they knew about the problems which they briefed the phone operators on, but didn’t fix.
I hate dealing with government at any level. And, to think, people want government to administer our health care. God save us!

Yeah, what did anyone expect? These sort of programs are money-laundering: portion out taxpayer $$ to friends, they return campaign contributions.
