Garland knows better than that, knows he's on shaky legal ground but being a good stooge he went along with whatever the Politburo demanded anyway. The recent waffling by the NSBA as well as by Garland himself is a good admittance that this is all outta line.

It’s quite possible that there is not intent to bring charges, since a simple ‘visit’ from the FBI will silence 98% of parents.
Kind of like the mafia used to do. No need for violence, in the vast majority of the cases.
