For Gallup’s methods, there has been a hard floor of 40% support of Democrats since at least the 90s. I’ve long referred to this as the ‘Death Camp 40’ - the 40% that will support the Democrat Party even if the Party were to send them to deathcamps, on the way to the deathcamp.
