While I do not see sign of dementia here despite the rambling, but we have the pitiful preceding performance of the iron worker, father of 3 kids, one 14 years old, lamenting how hard it is to have more children and the need for federal money for child care and paid family leave (so that like Mayor Peter, other fathers can have maternity leave). In his union even apprentices can earn up to $30.38 an hour, plus accrue health care and other benefits immediately.
Somehow my father raised 5 kids with zero welfare as a welder who sometimes worked more than one job, yet had time most days with the kids - and how often on Saturday morning he heard, “Dad, tell us a war story.” Thank God.

So true, dementia allows one to recall and discuss events that were mind shaping - like growing up. That's the reason they send Joe to Scranton, it's familiar territory and allows him comfort and the ability to remember major influencing events in his youth.
But, his rambling wasn't successful, he failed at the actual reason he was there, to convince people how great spending trillions would be.
