The issue could be that there were no civilized people on that train car. If there were, they may have been outnumbered by the ferals who were recording the rape for their private enjoyment.
Some were most likely waiting their turn and if it had happened in Portland they most likely would have gotten it cops or no cops
Possibly there are few civilized people in big cities. Minneapolis, case in point.
