Nukes have nothing to do with warfare. They will NEVER be used by any nation. Terrorist perhaps, but not organized nation states. No one will EVER pull the trigger first. the most expansive bluff in history.

Japan doesn't have nuclear weapons. They have a stockpile of plutonium they could use to make them, but not like they can do it fast enough to respond to a quick strike by China.
It is probably time for Japan to reconsider and starting making some bombs.
