Basically he said the black Haitians defeated the white French, while other illegals have a preference for the welfare state. Thus, by their actions, this Administration does NOT want blacks in this country who want liberty but want others who seek dependence.

Haiti has 1100 mils of coastline. If they could get past the political upheaval they could have a lucrative tourist industry. They also have a history of producing exotic hardwoods, and if they reforested with this in mind that would be another source of income. Just like Venezuela, the politics prevents prosperity.
To quote a comment made by an African in Mali while we were discussing the current state of affairs there, “What this country needs is re-colonization!”
This especially applies to Haiti... but not by France this time.

The “gang problem” started in 1804, and it has survived innumerable changes of regime, government by the US Marine Corps from 1915-1934, the League of Nations, the United Nations, and many, many NGOs and churches. It is the natural form of government of that sad republic.
What this article refers to as the “gang problem” is also the principal form of government in West Africa, whence most Haitians are descended.
It is never going to change.
If a state whose major founding premise is killing all the whites could be described as having a bright future as a tourist destination, well...
