I doubt it. More likely the perp is a foster home kid who has been molested and abused himself. Severely deviant behavior like this isn’t due to being “horny.” There are much deeper issues at work here.
I had a similar problem with a grade school principal a few years ago.
I tried many ways to get through to him with no luck.

Seems to me a whole lot of people in the Loudoun County Public School system are guilty of Accessory After the Fact.
