The CDC adopted a "double-standard exclusively for COVID-19 data collection" that inflated cases and deaths starting early in the pandemic, violating multiple federal laws and distorting mitigation policies, Oregon lawmakers told the feds' top lawyer in the state.
Advised by "a large team of world-renowned doctors, epidemiologists, virologists, and attorneys," state Senators Kim Thatcher and Dennis Linthicum petitioned U.S. Attorney Scott Asphaug to approve a grand jury investigation into how the pandemic is being measured.
"Public health policy must be based upon accurate and independently verifiable data to optimize outcomes and strengthen the public's trust in the people leading them through this crisis," the Republican lawmakers, whose state has imposed some of the harshest and longest COVID restrictions, wrote in a letter with several attached exhibits.
One is a synopsis of allegations, findings, relevant law and implicated agencies intended to "assist grand jury members in orienting themselves to the scope of alleged crimes committed."
Their letter is dated Aug. 16, but the materials were not released for a month to "protect those involved," Stand for Health Freedom (SHF), the holistic medicine and legal nonprofit behind the petition effort, said in last month's announcement.

Since federal money was handed out to states based cases, how could manipulating statistics to maximize covid cases/deaths not be the equivalent of medicare fraud?

Excellent point! I hadn’t thought about that. Since insurance depends heavily on this data to set rates and decide who they will insure. To falsify this data should be fraud in this case.

The editorial by Abassi [1] points out that people and science suffer when politicians (and by the media) manipulate scientific results to present a different reality. Of course, medicine is not an exact science, and in consequence different perspectives can always be present. We are accustomed to seeing different studies providing distinct results on same parameters and systematic reviews aiming to strengthen one line of thought or another, increasing the statistical power of any result achieved.
It could be added another clear manipulation in the Covid pandemic has been the death statistics. It is not good to present the real scale of the effect of the pandemic in the country? It seems not, and like with the Spanish flu in 1918 when the truth was silenced to prevent its depressing effects in the troops, it is now altered, even when a secondary consequence is the reduced engagement of the population in the drastic measures needed to reduce its death toll.
A death linked to a disaster should be properly recorded in any death certification to improve future planning and preparedness [2]. If a patient dies 6 weeks after a diagnosis of covid-19 and never recovered, it is a direct consequence of the disease and it should be in part I of the Medical Certificate of Death (MCCD). If a patient dies because its cancer treatment is delayed due to the inability of the health service to provide the required therapy, it should be considered an indirect death of the pandemic, and it should be in part 2 of the MCCD. And when considering the effect of the present pandemic all these deaths need to be counted, rather than omitted from MCCDs and national statistics presented to the public. We need to accept the truth and learn from it.

Political regime, data transparency, and COVID-19 death cases
Conclusion
A significant number of people have suffered from and died of COVID-19. The overwhelming number of casualties in democratic countries is daunting enough to make us wonder whether the very foundation of democracies, such as their respect for individual rights and freedom, may be liabilities in combatting the pandemic. Some scholars have indeed provided the view of “efficient autocracy,” with data showing the apparent correlations between regime types and public health in favor of nondemocratic countries. This view, however, remains unconvincing, and this study has attempted to challenge the validity of such a view. Authoritarian countries do not tend to have fewer COVID-19 deaths; instead, as suggested by this study, a critical determinant of the higher reported number of COVID-19 deaths is likely to be data transparency. To view the relationship between freedom and health as some sort of tradeoff is superficial and misleading. The current pandemic, though it often appears overwhelming, should not let us doubt the legitimacy of and the core values associated with democratic government.
