An old solution that could be recreated: SHORE BATTERIES
China has hundreds or thousands of offensive rocket and missile batteries aimed at Taiwan, figuring on softening up their defenses. And though Taiwan has some counters to these, they need to quietly emplace some hidden concrete coastal bunkers.
Each of these bunkers would fire a bunch of rockets not at China, but at the Taiwan Strait, specifically at the boats crossing them. The rockets would carry cluster munitions that would perforate ships over a several mile diameter area. Last minute adjustments could be made over a 15 degree horizontal train.
After they had fired their lot, bunkers would be empty except for their launchers, so counter-battery fire would be meaningless.
