I never heard of this law before now, and I'm just a simple caveman, but I do know one thing: if a government agency of a Democrat State projects that X people will take advantage of free stuff, then the real number will be at least 10X.
It is beautiful. And if you make millions, taxes really don't matter.

The weather. That's pretty much the only reason why I would ever return to California, but it is a huge draw for me.
OTOH, between the wildfires, poor air quality in the populated areas, poor water management and subsequent mediocre drinking water, the state isn't what it used to be.

IF there are 15,000, then the employer premium cost will be $800-$3200 - depending on health if parent? China pushes elder care off to the children so their govt has no burden for elder care. I wonder if this is a forced step in that direction?

I can’t speak for the ‘logic’, but tell a company that the price of a benefit (like health care) will increase by $1,000 per year and they will go ballistic. But tell them that they need to pay $50,000 more to keep their people from moving to Austin and they’ll say “well, that’s the market”.
They’ll let illegals stay on their parent’s policy after they’re dead plus they can vote for their dead parents. 🤪

“Austin” has become a very expensive place.
