Solar panels connected to the grid send excess power back to the grid for which you get a credit. However, when the grid goes down, as when a storm knocks out your power, your panels are automatically disconnected and cannot supply power to your home. This is done to protect the grid. If you want your panels to supply you with power in the event of an outage, you need a battery backup, like a Tesla Wall. Then, if the power goes out, your system disconnects from the grid and draws off of the battery. I hear that the switchover is nearly instantaneous. Some systems, like the Tesla Wall can charge and discharge at the same time, which means that as you are running your home off of the battery, your panels can be recharging it, given enough sunlight.
Unfortunately, Tesla Walls are expensive, between 12 and 15K, and only hold about 12KWh. You'd typically need two of them to run your home for a day.

Exburbs and small town whites won’t have the rationed juice to charge the EVs forced upon them or power their homes.

Just remember, PV systems don’t work without the shore power to give them a reference voltage and frequency. Their Inverters shut off during a fault or outage and don’t turn back on for 3-5 minutes after stable shore power has resumed.

You got it Jacquierie about the police state. Xiden was a Trojan horse candidate and is a Trojan horse WH occupant. A real POTUS would never allow anyone to turn off his microphone, or tell him who gets asked what questions.
What they are trying to do now will make it even harder to resist and try to turn back this facism to communism path we are traveling. They have indoctrinated a generation of college graduates who are not only incapable of critical thinking, hate their country, and will fall quickly in line to preserve whatever perceived party privilege they think they have or are entitled to have.
