School registration or baptismal records or an original social security card can serve in place of a birth certificate in some states. I notice there’s a two-tier system of licenses coming in some places. The ordinary license can serve as ID and let you drive, but a license with a higher degree of verification can allow you to fly without showing a passport. She may or may not be able to get the license renewed without qualifying for the new higher level license. In any case, as others have noted, in Texas, her expired ID can serve as a voter ID.

To get a copy of your birth certificate from Texas Department of State Health Services - Vital Statistics Section, you must have been born in the state of Texas. You need to submit identification that meets our ID requirements; complete an application online, by mail, or in-person; and pay the appropriate fee.
