Maybe, but there’s an alternative that’s also possible.
Over the past couple of weeks, we’ve had two large, corporate (and largely Dem leaning) customers trying to modify contracts to require vendors (like us) to have mandatory vaccine policies in place, even if no work is to be performed on the customer’s premises. So far, these are existing contracts, so we’ve been able to say “yeah, no, not doing that”.
I’m sure that the next new contracts with these companies will have those provisions in place though.
So this is my (somewhat conspiratorial) theory: the Biden administration is leaning on their corporate sponsors to be the “market drivers” to move their preferred policies without having to take the heat directly with OSHA. There are plenty of favors that can be extended in exchange, and this lines up with what a lot of these mega corps want to do anyway.

Companies like the ones you describe take on a huge risk when they impose vaccine mandates. The vaccine manufacturers are immune from lawsuits over defective products. Employers that require these vaccines are not. It would seem to me that these large corporations would actually WANT to see OSHA impose these stupid mandates, because that would almost certainly shield the company from any lawsuits if their employees suffer from any adverse effects of the vaccines.
