Cruz barely campaigned, and in an election year that the DEMs made huge gains in the House, Beto still lost by 2.5% despite 10s of missions of dollars thrown his way.
Additionally, it was native Texans who almost blew it in that Senate race. Beto beat Cruz by 3% with native Texans (51-48%), while Cruz won with transplant Texans by 15% (57-42%). If the right people move to Texas, it shouldn't hurt.
