A lot of NG medical people work in medical or fist responder positions in the civilian world. Good luck keeping the hospitals staffed by gutting the paramedic and firefighting crews throughout the state.
Also a lot of New York NG units are going to be looking up how the state treats UA and awol National Guard troops and finding out that they aren’t subject to UCMJ if they’re not on federal orders.
So what happens when this dufus discovers that the medically traine personnel in the National Guard are mostly people working in other hospitals and all she has managed is to create new shortages? You call up Sue or Sam who are working at hospital “A” to relieve a shortage at hospital “B” only to find that you are now shorthanded at hospital “A”
