2017 - 2025. If 71% hasn't been spent, what's the interest on 3/4 of 90 billion? What's the rate of graft and missing funds when 'infrastructure' investments run over 10 years post disaster? And is is fake 'human infrastructure' or actual physical infrastructure that money is being spent on first?

PR was a backwater when it was a Spanish colony - the Spaniards gave incentives to any Catholic European to settle and few came. The name “Rich Port” was itself a bit of an unintentional sarcastic joke, and Havana had the better harbor (and Cuba the better economy).
Full disclosure: the woman who would have been my mother in law (she died in March) was from Morovis. I enjoy visiting the island but am under no illusions that it is a political and economic basket case.
