The rules for immigrants include....no sick people are allowed entry. It’s been that way pretty much forever.
My Grandfather was a twin. When being quarantined at Ellis Island before admission to the US, his twin brother was not allowed entry into the Country, he was said to have a communicable disease. He was never seen again.
THAT is how a proper vetting process goes, if you are healthy come on in. If not, you end up lost somewhere, and tough titties on you.
For all anyone knows, my grand-Uncle was sold for adoption, died or sent to Boys Town or the equivalent in the late 1800’s.
