If you want to decentralize power, you need to restore the 10th. And do away with matching funds, which is the main vehicle that the Feds use to bypass the 10th.
The current 10th is specific about powers Congress has and everthing else is left to the states. At this point, you would probably need add specificity that certain powers currently usurpted by the Feds are included in those powers reserved by the states.
But THAT would take a serious plan. You’d need to identify all the Federal programs that are affected and have a proactive plan to either decentralize them to the states or an amendment to exempt them from the 10th.
I doubt very much that state delegates would have much stomach for that. ESPECIALLY without a plan.
Calling a constitutional convention without a specific plan for change is a desperate Hail Mary play. It’s a blind hope that state appointed delegates would be any less stupid than our elected congress criters. And without enumerating the reasons why Congress is incapable of making those changes, then it’s likely just going to revert back, as our citizens keep electing idiots.
It’s a Hail Mary that would most likely result in an interception and a touchdown for the opposing team.
