Almost everyone on SS is vaccinated, something like 87%. Very little ground to plow there.
There must be a reason the govt didn’t just start with all those. They must think that direction won’t work.
As of right now, most of the population is not under a vaccine mandate.

You’re missing the point. You asked rhetorically how to make the mandate equal across worker categories and nonworkers.
The answer is they will expand the mandate to all. Meanwhile, the noose tightens in other contexts. This is CT:

The polio and smallpox vaccines that the Dems quote as being precedence for demanding people take the Covid-19 vaccine doesn’t hold water. Those two were actually saving many live and keeping some folks from living life in an iron lung.The survival rate for Covid-19 justifies making the vaccine optional.
