I guess I’m confused.
They seem to say that the unvaccinated are taking up too much ICU space in hospitals.
They want the unvaccinated to get vaccinated, so that pressure is taken off hospitals.
Their “green pass” makes life difficult for the unvaccinated and so is a useful tool to get more people vaccinated.
I see a logical flow to that, although I have some issues with the specifics.

They know the vax passports won’t do anything to stop the spread of COVID, because they know the vaccinated spread it just as much as the unvaccinated.
