To make substantial changes in that society, you would need to occupy the country with a huge force that could assist a government on both a local and national level, for generations. Think of the massive occupations of Japan and Germany, but there, we were working with nations who had some prior experience of responsible government and advanced cultural ideas. Also they had been shell-shocked to an extreme by the outcome of their ill-considered wars.
We probably had a stable situation within reach in Afghanistan but NATO governments did not want to sustain even the level of commitment they had five to ten years ago, let along increase it, mostly on the basis of cost because with an increase of boots on the ground it was probably going to remain relatively non-lethal as they slowly transformed the society.
Another problem revealed after the fact of this collapse is that while the original president, Hamid Karzai, might have been a good partner, the more recent one appears to have been the classic grifter interested mostly in personal wealth and corruption (although it was a good move for him to take all that cash, better he would have it than the Taliban).
Now the place will revert to being a hostile, backward basket case propped up by Chinese investment possibly, and a fertile breeding ground for terrorism.
We’ll have to compare in ten or twenty years what that costs vs what the deeper occupation would have cost.
